Setup ID in eTransaction Entry Window is grayed out

Hi,

I need your help. Would you know what I need to do to enable the dropdown for the Setup ID in eTransaction Entry Window? Please see screenshot below. The Setup ID is grayed out for one of our users. I already patterned the account of this user to one of the users that can access the dropdown but still that user has the same issue.
