print YTD on inactive deduction on paycheck

I have a request to print YTD amounts on a paycheck for inactive deductions.  Because it is an array field I can't seem to get it to print unless it is active and there is a deduction for it on the check.  I have tried the Hide When Empty and changing it to visible on all related fields but it is not working.    Any ideas??
