When to extend a GP web service?

I am following the documentation https://msdn.microsoft.com/en-us/library/cc508802.aspx

I have seen no real definition for what "extending a web service" means. Does it mean to ad a new method to an object - for example, adding a new method to the wsDynamicsGP object? Or does it mean something different?
