Business alert when EFT file is created

I want to create a Business Alert when an EFT Receivables file is created. It looks like the table to track is CM90001. How can I create an alert when a record is added to the table? There is a EFTGenerationTimestamp field but it is char instead of datetime.

Adding a custom field to the CM90001 table is not an option.
